SHQE Manager
The Position reports to the QHSE Manager EMEA with dotted line reporting into the Site Director, CRC Industries UK Ltd., in relation to local activities. The position has one direct report.
Office based, with scope for occasional remote working, as agreed with Line Manager. The position will require regular presence within the production and warehouse floor areas of the business. The position will require some limited, occasional travel to our sister Company located in Belgium.
Some tasks that await you:
To assume full responsibility for the maintenance, development and continual improvement of all aspects of the Company’s Safety, Health, Quality and Environmental management systems to ensure compliance with the requirements of ISO 9001, ISO 14001 and the COMAH Regulations.
To promote and communicate site Safety, Health, Quality and Environmental policies to all personnel; and to develop, revise and implement written SHQE programmes that ensure overall compliance with all regulatory requirements.
To provide general support to local site-based functions and to collaborate closely with the Plant Manager to support safe, compliant and efficient site operations; and to engage with regional and global colleagues in relation to the execution of project initiatives and the continuous improvement of the Organisation’s SHQE systems.
Duties and Responsibilities:
Safety
- Ensure that the Company continues to discharge its legal obligations as an operator of a Lower Tier COMAH registered site.
- Act as the routine liaison with the Competent Authority for COMAH, The Health and Safety Ensure, together with the Plant Manager, the execution and follow-up of (potential) action plans. The Plant Manager acts as the senior site authority for COMAH‑related decisions, resource allocation and regulatory closures; the SHQE Manager provides system governance, documentation and regulatory coordination.
- Develop and improve the Company’s Safety Management System and any associated plant and site safety programmes.
- Promote a culture of safety that encourages the timely reporting of accidents, incidents/ near-misses and unsafe conditions; and make recommendations to reduce and/or eliminate incident re-occurrences.
- To work as part of a wider management team to ensure that the Company continually improves its processes to meet the requirements of the DSEAR Regulations.
- Ensure that regular safety audits are conducted, records are maintained and that corrective actions are followed up.
- Support an effective Management of Change process.
- Ensure that effective induction programmes are maintained to protect the safety of new employees, external contractors and visitors.
- Ensure that effective policies and arrangements are in place to ensure the correct provision and use of PPE and RPE appropriate to the tasks and activities carried out on site.
- Provide safety advice to line management and lead training initiatives related to safety matters.
- To be a key member of the on-site emergency response team and to respond to out-of-hours incidents, as required.
Health
- Ensure that the Company meets its statutory requirements to protect the health of its employees.
- Ensure that effective workplace exposure monitoring programs are implemented, maintained and improved to protect the health of employees handling dangerous substances.
- Liaise with third party OHS consultants to carry out health screening activities outsourced to external parties.
- Advise line management on site-based health issues.
- Manage activities relating to first aid requirements, ensuring that a sufficient number of trained first aiders are available for the size of workforce.
- Review ‘SDS’ of any proposed new chemical substances required for use in formulations, in conjunction with the R&D function.
Quality
- Manage the Company’s QMS (Quality Management System) in accordance with the requirements of ISO 9001.
- Ensure that all necessary internal audits, external audits and management reviews are conducted and that documented records of all relevant activities are maintained.
- Lead and manage the internal audit team, ensuring that effective training is in place to maximise the skills and effectiveness of its members.
- Ensure that documented processes are in place to guarantee that all manufactured goods, raw materials and components conform to specifications and contracts drawn up by the Technical and Purchasing functions.
- Ensure that the Company’s NCR (non-conformance report) system is managed effectively and that it is utilised as a tool to continuously improve business processes.
- Ensure that processes to respond to customer complaints are maintained, improved and provide communication outputs in a timely and effective manner.
Environmental
- Manage the Company’s EMS (Environmental Management System) in accordance with the requirements of ISO 14001.
- Ensure that all necessary internal audits, external audits and management reviews are conducted and that documented records of all relevant activities are maintained.
- Ensure that systems, procedures and documentation meet Environment Agency and COMAH requirements, with operational implementation supported by the Plant Manager.
- Ensure that effective policies and arrangements are in place to manage disposal routes of all site waste streams, in particular hazardous wastes, ensuring compliance with all applicable regulations.
- Maintain relevant registrations, licences and document retention relating to waste management activities.
- Ensure compliance with the Packaging and Packaging Waste Regulation.
- Encourage the use of recycling and re-use to actively reduce waste to landfill.
- Support the ESG initiatives of the company by gathering and submitting data as well as implementing local improvements.
This is what we expect from you:
- Educated to Degree level within a relevant science or engineering based discipline; and holding a professional diploma in Safety Management.
Preference will be given to graduate applicants holding IOSH or NEBOSH qualifications in safety management, although applicants with relevant experience who display a willingness to quickly work towards achieving any identified qualification gaps will be considered.
- A minimum of 5 years of experience within a chemical industry or manufacturing environment.
- Experience of developing safety management systems and a demonstrable understanding of the requirements of the COMAH Regulations.
- A demonstrable track record of managing and continually improving ISO Quality and Environmental management systems.
- A demonstrable track record of the use of risk assessment methodologies, such as HAZOP, FMEA, etc.
- A demonstrable understanding of the implementation of behaviour-based approaches to the development of safety systems and cultures.
- Excellent planning, organisational and task prioritisation skills, with the ability to self-prioritise own workload.
- Excellent verbal and written communication skills at all organisational levels.
- Ability to demonstrate strong process-based thinking and customer focus.
- Ability and desire to embrace and drive change.
- Demonstrable analytical and problem-solving skills.
- Ability to set clear and measurable performance goals for self and others.
- Ability to develop strong collaborative working relationships with both internal and external customers to deliver organisational goals.
- Knowledge and experience of the application of business improvement techniques.
- Experience of delivering training and developing the skills, motivation and performance of others.
- Demonstrable proficiency with use of the Microsoft Office suite and experience of working with ERP systems.
- Capable of acting independently and making critical decisions relating to QHSE business activities, keeping the QHSE Manager EMEA, the Site Director and other senior managers informed about relevant actions and follow-up activities.
- Capable of determining when an issue is beyond his/her authority and communicating this to the QHSE Manager EMEA or the Site Director as a priority.
